With a dramatic growth in elementary education enrolments and improvements in retention and transition rates in recent years, particularly amongst the more disadvantaged groups, there is an increasing pressure on the secondary schools to admit more students. With the enforcement of RTE Act and further improvement in retention and transition rates, demand for secondary schooling will grow rapidly in the coming years. The objective of this discussion group is to assess to what extent we have made quality education available, accessible and affordable to the target population in the age group of 14–18 years. How we can increase access to post elementary education across the country in a manner so as to ensure no child is denied the opportunity of completing his/her school education. In particular, how can we address the geographical and social disparities in secondary education?

We need more Govt High Schools and Govt Higher Secondary Schools and Govt Colleges as the Private authorities are only doing business with education and middle class people could not offer so much fee which is very important govt high school bidasar churu

Once the bifurcation is done, the areas with high schools will have higher secondary schools. Now, the remote areas with only primary school can be provided with a batch of high school and higher secondary school associated with them on a shift basis. That is we can run primary school on morning and secondary school in afternoons. This arrangement eliminates the need for infrastructure and the state's liability is only to provide the teaching staff. So, our goal can be achieved.

We need more Higher Secondary Schools. It can be achieved by making the following arrangement. There is a proposal to change education to three tier viz. primary - up to 5th standard, Secondary - up to 8th standard and senior secondary - up to 12th standard. But this is quite confusing and it will be better to make primary - 1st to 8th standard and secondary - 8th to 12th standard. This enables the infrastructure of existing schools to be utilised and teachers reposted without affecting service.

The new education policy should be based on the report of the International Commission on Education for the Twenty-first Century submitted to UNESCO. It is titled " learning : The treasure within" ( Ed J Delors). It clearly outline four pillars of education: Learning to Know, Learning to do, Learning to live together( learning to live with others) and Learning to be. These should form the basis of deciding specific learning outcomes of all tiers of education.

Before Extending outreach of Secondary and Senior Secondary Education, we need to understand what the current system caters in Secondary and Senior Secondary Education. The Current systems doesn't cater to the majority of the students who can ensure a better life career. Secondary education in remote areas can be achieved by construction of boarding schools and hostels to prevent frequent movement of children in and out to their home if distance more than 20 kms. This will help lesser time travel and better standards of education. Some of the state schools need to be adopted by central govt to show model schools on the expected levels that govt has in mind. Some states are not able to create best educational environment for students.
