Education is the most powerful tool. Think about it when a kid starts turning off the equipment when not in use, it will impact others and will bring in the attitude. It is a slow, but sure answer. In the short term - we can start using stepped charges and make it more costly for high users. But that is a bit complicated - given high temperatures on Rajasthan vs. city like Shimla. Provide subsidy - encouragement for local electricity generation through Solar / Wind.

Behavioural changes in households and in a larger sense, in the society cannot be brought at one go. It may be achieved by educating the children of our society who in turn will spread the best practises at their homes. Simple steps like switching off electrical appliances when not in use may be the first step in this regard.

Power consumption in industrial sector and commercial buildings are comparatively higher percentage, so they should use most energy efficient equipment. And this should become mandatory requirement for all new building for giving electrical connection by Government.
