In order to equip them to look after their needs, it is necessary to impart skills to them. Most of them are unskilled and this makes their rehabilitation in alternative occupations very challenging.

What are the ways in which beggars/ destitutes can be skilled and gainfully employed so that they do not return to begging?

Sir Beggars are created and not born.Physically fit can be rehabilitated in labor work as crores of others are doing. Imparting skills is a mammoth task and becomes a non-starter. Even engaging them as labor, question is not about their doing it- but who would provide opportunity. Is it Govt or Private or Public. Once Govt schemes of employment becomes abundant- it automatically takes care of fit beggars also. Anti-begging laws to be made strict for them. Disabled beggars only need alms.
