Beggars can be employed for Swachh Bharat Initiative. They can be trained in garbage segregation and cleaning on a daily basis and compensate them for their work. Government should provide them with Health cover, place to stay, decent clothing, food subsidy (such as good food 3 times a day at the food restaurants created in Tamil Nadu: Amma canteens). So that they can live self sufficiently and do not return to begging.
