In order to equip them to look after their needs, it is necessary to impart skills to them. Most of them are unskilled and this makes their rehabilitation in alternative occupations very challenging.

What are the ways in which beggars/ destitutes can be skilled and gainfully employed so that they do not return to begging?

Participants may share success stories, as they may be aware of.

BEGGARS WANDERING AROUND LOCALITIES & ON ROADS BE GIVEN SHELTER IN SHELTER HOMES WHERE THEY MUST GET TASKS ACCORDING TO THEIR CAPABILITY & BE PAID LIBERALLY. BEGGING ON THE NAME OF RELIGIONS/SAHNI/MANGAL/PEER JI BE BANNED STRICTLY & ENTRANCE BE BANNED IN SOCIETIES etc.OUTSIDES THE SHELTER HOME SMALL SHOPS BE OPENED. DETAILS OF CHILDREN IN THE HANDS OF BEGGARS BE STRICTLY VERIFIED & WHEREABOUTS OF CHILDREN PUT INTO BEGGING MUST BE ASCERTAINED.WHERE BEGGARS COME FROM & WHERE THEY GO BE CHECKED.

Rehabilitation would be temparory solution for the problem we should give them job which would be permenant source of income for them and from this income they can survive and progress

sir agar hum small scale industries ko adhik promote Karen and jyada se jyada garib logo ko isse jodte hain to is problem ko kuchh kam kiya ja sakta hai for example agarbatti udyog,candle,khadi,machis etc. In industries par bhi Hume focus karna hoga .

People turn beggars if they can't get at least two meals a day with dignity for themselves and their family. Rehabilitation should be segmented - able persons and not able persons ( old people, kids, sick people etc.). Govt should build shelters for men & women with minimum facility to maintain dignity. Able bodied men and women should be trained in unskilled work like masonry, painting etc. and provide opportunity. Children should be sent to schools. Then ban begging as they earn a lot.

Mr. Jaitly sir, Can the circle rate of the property be made equal to market rate? Because of this, the black & white game in property dealing could be restricted. Currently, due to gap between circle rate & market price promotes the black money transactions.

jaitley sir.instead of the current exemptions from paying IT why can we get everyone to pay a token IT amount on what they earn. there are millions of unorganised workers who deal in cash. cant we motivate them to deposit say 5 percent of their yearly income in the nearest post office. a set of benefits can be worked out for those who do. more importantly it gives this segment the pride of having contributed to the growth of our country however small. garv sei kaho ham tax payer hain ? thanks

mr jaitley sir.if you can permit the entire capital gains from any source to be blocked for five years at 3 percent interest per annum and subsequently released for use of the owner rather than taxing it at 10 or 20 percent after the current cap of 50 lacs i can assure you that you will have at least 50,000 crores of cheap funds at your disposal each year.

mr gadkari. can we look at imposing a yearly ( generous) road tax instead of a life time tax currently being imposed. you need substantial funds for roads and highways and its best to take it from the users of those roads. this will also help you to eliminate toll tax. each cities road tax collection can be used to upgrade and build roads and other infrastructure for a 50 km radius to begin with. amounts of road tax can be varied. you need to put a cost to the usage of roads sir.

there is an urgent need to build overflow storage via check dams close to each city on each major river. for eg if delhi can create 100 million litres of concrete tanks fed by the ganga this water can then be purified and supplied year around to the city. similar storage capacities can be created close to each city on each river. its cheap simple and will generate huge employment and most importantly put the water which is going to waste to productive use.
