I think first stop the Tabbacco & polybags , setup of toilets at every crossing. And roads should be cleaned & proper .

Still in many nagar nigam offices, there is power cut issues for more then one day .There should be adequate power
backups.

Stoppage of buses at only bus stops.
- Penalty on buses who carry more passengers as compare to capacity.
- An app where complaints can be lodged for rash driving.
- Takinf-off the buses which are very old, polluting too much.
