The govt funded research institutes and students should be encouraged to develop and use the technologies for make in India. The institutes and students should jointly start unit to use technology by govt funding. Ones established slowly it should be transferred to students after recovering cost. The loss can be insured. This shall encourage growth of industries as well as create employment. The govt formalities for setting up unit should be minimum and single window.

Everyone is asking for rise in ITExemption limit and in saving limit. To my mind govt should exempt % of the income of individuals and tax the balance. Different percentage should be fixed for different income group. It will definitely minimise the black money/corruption.
