The Telecom Regulatory Authority of India (TRAI) has been mandated by the TRAI Act, 1997 to regulate the tariffs offered by the Telecom Service Provider for its various services. The telecommunications sector in India has witnessed several changes in the past few years in terms of the tariff offerings of various telecom service providers. This has not only resulted in an exponential increase in the use of telecom services but has also resulted in the tariffs of telecom services in India being amongst the lowest in the world.

In the last few months, many concerns have been raised about the health of the Indian telecom sector and the need to fix a floor price for telecom services. TRAI has so far observed a policy of forbearance in respect of telecom tariffs for valid reasons. It gives the service providers the freedom and flexibility to design their tariff offerings as per the demands of the market. It gives free play to the forces of healthy competition and has resulted in an exponential growth in the Indian telecom sector in the past two decades. Most economists also advise against market interventions by the regulator in tariff fixation.

However, ensuring the provision of ever-increasing data consumption and a good Quality of Service requires a lot of investment in maintaining and improving telecom infrastructure. Fast pace of technological changes in the sector require huge capital investments. Telecom sector is the infrastructure provider for many other sectors of the economy. Thus, making sure that the telecom sector remains healthy and its orderly growth are equally important.

Considering this aspect, a consultation paper on “Tariff Issues of Telecom Services” has been issued on 17th December, 2019 to invite comments from all the stakeholders, on various issues relating to tariff in telecom sector.

The consultation paper on “Tariff Issues of Telecom Services” has been uploaded on TRAI’s website (www.trai.gov.in). The written comments on the issues raised in the consultation paper are invited from the stakeholders by 17th January, 2020 and counter-comments by 31st January, 2020.

As per TRAI service they are not providing proper plan for all networks... When jio networks start at that time they provide free. But before 3 month 399 for 90 days..then reduced to 84day.But now they hike the price. less number of days.. Similar all telecom company. I think reduce their prices and give the benefits to consumers. And we talk about BSNL they were in loss if they provide 4G as early as possible it may be helpful to all customers..

all mobile companies claim they are giving 4G connectivity but there is no measure to check what speed is coming to the devices. So every user is buying plan of 4G but getting speed of 2G, 3G. There should be provision to track average speed per month so that if my telecom operator is not giving me the promised speed we can claim refund. Also every telecom operator should you make available customised plans for duration and data both.

During launch, Jio provided free calls and internet for all its users, which made a great impact in telecom industry. To sustain, all other network providers either reduced the rates or provided reasonable offers. Then Jio came with a offer of Rs. 399 for calls and internet for 3 months and other providers also followed the same pattern. Now it's about Rs. 600 for 3 months for all the providers. So, is there any fixed tariff or the citizens have to pay as demanded by these providers?

Provision to know total time of network connectivity by a mobile user in 24 Hrs to 30 days through the app. The app will keep record for lost period of time for connectivity. A mobile data user must get constant speed and continuous data for 24 hrs. The user is paying for 24 x 7 but getting as per the ISP desire. Call drop compensation is not suitably followed. A more effective monitoring on call drop is required. Incoming messages and call with talk time of 10 min per day for 365 days in Rs 299
