The telecom sector in India has grown rapidly in the last decade and subscriptions have crossed 1 billion. These subscribers are filing large numbers of complaints with the Telecom Service Providers [TSPs]. The complaints are on account of wrong billing, indifferent or poor quality of service, non-provision of contracted services, etc. Unsatisfactory resolution of the consumer complaints, by the TSPs, is resulting in complaints and grievances being forwarded to the Telecom Regulatory Authority of India (TRAI) and Department of Telecom (DoT) on a regular basis.

As per the existing Legal and Regulatory framework, the individual consumer grievance redressal is outside the purview of the TRAI. Licensing conditions for the TSPs stipulates that “All complaints of subscribers in this regard will be addressed/ handled as per the orders or regulations or directions issued by the Licensor or TRAI from time to time.” Accordingly TRAI has from time to time issued Regulations specifying the broad frame work of the complaint redressal mechanism that all TSPs should establish and maintain within their organizations.

The role and impact of telecommunication services has metamorphosed from being a communication tool to a critical instrument for the social and economic development of the country. It is imperative that consumer complaints and public grievances in the telecom space are resolved in a timely, efficient and cost-effective manner through a system that is easily available all across the country. Without such a system, benefits of the telecom revolution, which encompasses provision of a variety of services, such as banking, money transfer, govt. Services, to the public will miss the intended target. It is therefore appropriate to revisit the issue of redressal of individual consumer complaints and grievances in the telecom space. This paper is issued with this objective.

This Paper presents an overview of the existing consumer grievance mechanisms and its efficacy, the mechanisms in place in other countries and within India in other sectors of similar size and its impact, the problem areas etc. It seeks views, opinions and comments from stakeholders on possible options to improve the existing grievance redressal mechanism, alternatives including establishing an office of Telecom Ombudsman etc.

Respected sir, Can an app be developed which can bring to notice, to any of the Govt department concerned, any public related problem like portion of broken road, running municipal tap that requires mending etc, say as a feedback from a citizen to the overburdened department for promotion of public infrastructure? this is similar to dial 182 for railway passenger. I don't know whether this has been dealt earlier in this platform or whether any such app is available or not.

Any complaint should have a resolution, be the supreme authority or some other shall give resolution but that should be amicable to both. Then only things will move towards growth. As mentioned due to telecom upgrades we are with much more benefits compared last. No doubts but should not be penalised for non usage etc. Someone at some other place would have used service and for their non payment, unbilled amounts are been collected how come it is right? There should be a authority to question.

Dear sir. now a days every telecom networks introducing 4g plans...but what i am is saying before introducing 4g plans please remember 3g feedback.and another one is in our society without proofs customers taking sims.so please concentrate on fake sims..and 3g is not working perfectly why 4g plan introduced.and many more telecom networks putting the taxes very highly.so please concentrate that point.and please publish about the BSNL networks..i hope after few years BSNL will be the no1 postion.

Dear sir The country is moving ahead with great speed but our mobile service providers are going backwards and looting public by misleading and making us fool including BSNL, In India telecom providers saying 3g plan and taking money for 3g plan but the speed is terrible and not even 2g, no one including TRAI also not serious about this matter, What about our money, tax Were is Consumers right,

दूरसंचार के क्षेत्र में उपभोक्‍त शिकायत गुणवत्‍ता आदि शिकायतो के निराकरण हेतु पृृथक से टेलीकॉम लोकपाल व पृथक कार्यालय एवं तंत्र स्‍थापित करके विभाग के खर्चे क‍ो बढाना कदापि उचित नहीं है इसे दूरसंचार नियामक प्राधिकरण के दायरे में लाना सर्वथा उचित होगा वैसे भी पीजी पोर्टल एवं विभागीयपोर्टल के माध्‍यम से शिकायतो केनिराकरण की प्रणाली को कारगर एवं प्रभावीी बनाना आज की आवश्‍यकताहै इसके लियेविभाग प्रमुख को भी जिम्‍मेदारी दीजासकतीहै सरकारीकम खर्चे में शिकायतो का निराकरण एवं अच्‍छेपरिणाम लानाही सुशासनहै

I think British are better than this minister Why so many peopple has given there life to see this. i think goverment should give our income tax as they can't see Potholes. So many potholes. My friend lost his legs because of this potholes. You need to speak to him and understand what happen when you loss legs than you will realize what is more important corruption or money. Your child also will suffer from this situation

Our goverment is so behind another country for bridges and railway they create Pillars and slab in factory and they just fixed at the site. With in six month they create Metro or Bridge but in india they create pillars and everything at the site and takes more than 10 years. I don't know which time we are staying I think we should not give vote to minster all are backward and they dont deserve our vote and income tax. I think British are better than this minister.

In Summer many of village does not have water and In rain Many are under water. We are so behind and our goverment does not know how to manage this situation. Goverment needs to learn from Dubai and other middle east country where this country are in desert but we will get 24 hours water. Not in single day we find any issue for water, electricity.
