The telecom sector in India has grown rapidly in the last decade and subscriptions have crossed 1 billion. These subscribers are filing large numbers of complaints with the Telecom Service Providers [TSPs]. The complaints are on account of wrong billing, indifferent or poor quality of service, non-provision of contracted services, etc. Unsatisfactory resolution of the consumer complaints, by the TSPs, is resulting in complaints and grievances being forwarded to the Telecom Regulatory Authority of India (TRAI) and Department of Telecom (DoT) on a regular basis.

As per the existing Legal and Regulatory framework, the individual consumer grievance redressal is outside the purview of the TRAI. Licensing conditions for the TSPs stipulates that “All complaints of subscribers in this regard will be addressed/ handled as per the orders or regulations or directions issued by the Licensor or TRAI from time to time.” Accordingly TRAI has from time to time issued Regulations specifying the broad frame work of the complaint redressal mechanism that all TSPs should establish and maintain within their organizations.

The role and impact of telecommunication services has metamorphosed from being a communication tool to a critical instrument for the social and economic development of the country. It is imperative that consumer complaints and public grievances in the telecom space are resolved in a timely, efficient and cost-effective manner through a system that is easily available all across the country. Without such a system, benefits of the telecom revolution, which encompasses provision of a variety of services, such as banking, money transfer, govt. Services, to the public will miss the intended target. It is therefore appropriate to revisit the issue of redressal of individual consumer complaints and grievances in the telecom space. This paper is issued with this objective.

This Paper presents an overview of the existing consumer grievance mechanisms and its efficacy, the mechanisms in place in other countries and within India in other sectors of similar size and its impact, the problem areas etc. It seeks views, opinions and comments from stakeholders on possible options to improve the existing grievance redressal mechanism, alternatives including establishing an office of Telecom Ombudsman etc.

Private players in Telecom Sectors are not following Gov't guidelines even if they are not behaving properly with Senior citizen also. In the last week, my mother-in-law whose Vodafone SIM got defective and regarding replacement of SIM , VODAFONE STORE OF MOTIJHEEL DUMDUM ROAD, KOLKATA-700074 harashed my MOther- in- law for issuing the SIm. Vodafone no. 9674560772. Name- GITA BHATTACHARYYA of 176/1 , P.k.Guha Road, Dumdum cantonment, Kolkata-700074. It is prayed for proper action .

TRAI is ineffective as Ombudsman. Please devise another authority or appoint a separate Ombudsman. Grievance. Reliance offered life long incoming service for wireless land phones in 2003. I purchased two one in Cochin and another in Trivandrum. Both stopped working when Reliance switched over from CDMA to GSM. When approached Reliance wants change over to normal paid service. TRAI when approached does not even acknowledge the grievance. SPs mustbe forced to keep their word.

How government has given permission to R Jio for establishing BTS on roads or gardens or parks? Why the same permission is not given to government company BSNL and MTNL? They are struggling for financial issue. If you will give permission to these companies their problem will be solved partially for establishing good network in the country. please give permission to them for constructing BTS on roads, parks, and gardens.

Sir,in BSNL there are lot of problems. I am having 01733-222080 and this comes under CGM Haryana Circle Ambala. I sent hundred of mails since 2014 but problem still persists about false SMS of addressing complaint,Posting on first or start of month that u exhausted data and upgrade or decline.2 High officials writing derogatory letters to consumer for which no action 3.Cable wires going on polls loss to exchequer no action 4 frequent call dropping.CGM silent action solicited ashwani aggarwal

There is strongly need to improve the Broadband complains registration and resolution for MTNL. Nobody take action to solve the problem. Nowadays Broadband is a part of life and digital India is dream of our respected dream of PM

When a private corporate is able to provide 4G services and is able tap huge revenue, why can't a govt (bsnl) company provide such feature to comman man. What's stopping govt to offer such services while all the controls are with in its palm.

dear sir i have my landline number 05512255481, the cable got damaged due to some contractor activity now bsnl passed the work order once again after delay of 8 month to restore the connection but again work is in hanging situation because the contractor to whom work assigned not will ling to start work he is asking bsnl to pay his previous due only than he will start this work. please help for your clarification attcahing the pdf file of work order.
