The telecom sector in India has grown rapidly in the last decade and subscriptions have crossed 1 billion. These subscribers are filing large numbers of complaints with the Telecom Service Providers [TSPs]. The complaints are on account of wrong billing, indifferent or poor quality of service, non-provision of contracted services, etc. Unsatisfactory resolution of the consumer complaints, by the TSPs, is resulting in complaints and grievances being forwarded to the Telecom Regulatory Authority of India (TRAI) and Department of Telecom (DoT) on a regular basis.

As per the existing Legal and Regulatory framework, the individual consumer grievance redressal is outside the purview of the TRAI. Licensing conditions for the TSPs stipulates that “All complaints of subscribers in this regard will be addressed/ handled as per the orders or regulations or directions issued by the Licensor or TRAI from time to time.” Accordingly TRAI has from time to time issued Regulations specifying the broad frame work of the complaint redressal mechanism that all TSPs should establish and maintain within their organizations.

The role and impact of telecommunication services has metamorphosed from being a communication tool to a critical instrument for the social and economic development of the country. It is imperative that consumer complaints and public grievances in the telecom space are resolved in a timely, efficient and cost-effective manner through a system that is easily available all across the country. Without such a system, benefits of the telecom revolution, which encompasses provision of a variety of services, such as banking, money transfer, govt. Services, to the public will miss the intended target. It is therefore appropriate to revisit the issue of redressal of individual consumer complaints and grievances in the telecom space. This paper is issued with this objective.

This Paper presents an overview of the existing consumer grievance mechanisms and its efficacy, the mechanisms in place in other countries and within India in other sectors of similar size and its impact, the problem areas etc. It seeks views, opinions and comments from stakeholders on possible options to improve the existing grievance redressal mechanism, alternatives including establishing an office of Telecom Ombudsman etc.

Dear telecom minister, You are killing the BSNL. Because whem competiton was started its only the BSNL had all logistics, infra structure ready in place. but deliberately one by one services you disabled so that the new competitor could benefit. Today look at the land line tariff ,its not even up dated on the site. its very expensive than other players. WHY? If people dis connect the services it’s the massive waste of infra structure that is been put up over the years.

.if BSNL on profit is good, you said income tax refund with in 3wks, but bsnl openly tells its 60 days,refund of deposit, its communication dept, on a click of a button it should have been adjusted to nxt bill. Talking of digital india, its digital dept, they insist for disconnection one needs to go to head of office. not even the peripheral service centres, why cant on line. Why cant all govt communications where ever possible must be made thru internet , if want ask aadhar .

ओम हरि, केवल BSNL का सिग्नल स्ट्रांग हो जाये तो 70% अपने आप सब कुछ ठीक हो जायेगा।

Tsproviders are looting the people of our dear country by all means like call drop,week towers particularly in villages where no net connection is receivable except AIRTEL and now bsnl.AIRTEL bsnl also fails promised 3g service.unless these are set right development of villages will be far cry.some penal actions need to be taken immediately. In my village I have seen private players are providing WiFi services.why bsnl fails to provide the same with such huge networks?

I want to kind attention to Telecom Minister that our institution has 10 lines of telephone and optical leased line for internet services. Our institution has facing problem related telephone last 1 year Estimate 1500 are studies in our Institutions. Max time our telephone are not working. The bills have been generated every month. I have complained to GMT, Ujjain (M.P.) but their officers provide only few day facilities of telephone and after that the line has drop whole months.

Dear Sir, BSNL employees in Mandal and Taluk areas are not responding properly. They are not feeling responsible for the complaints we request. સાહેબ હું છેલ્લા 15 વર્ષથી બીએસએનએલ ઉપયોગ કરું છું.પણ મને કહેતા દુઃખ થાય છે કે એમની ગુણવત્તામાં સુધાર થવાને બદલે દિવસે ને દિવસે અધોગતિ આવી રહી છે. ક્યારેક એમનું બ્રોડબેન્ડ 20 દિવસ માટે બંધ રહે છે તો ક્યારેક ફોન મહિના સુધી ડેડ રહે છે. તો સાહેબ મને લાગે છે કે તમે પહેલા તમારી સેવા સુધારો નહીં તો ફરિયાદો તો વધતી જ રહેશે
