The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

Good Morning Sir, I am from a North East state where most of the people from Minority Religion. This days on Banning of Beef is becoming a Alarm in my staying place including the whole country. Some one the people been seen challenging the govt instead of support for a good reason. More over,this Ban is connected to religious minority easily by many organizations which may turn into a havoc in future. So my request is to declare Cow as NATIONAL DOMESTIC ANIMAL to Avoid minority centiment.

Modi ji, please allow the Bitcoin or other Crypto-currencies. They are very secure. Even in the developed countries like US, Japan, China etc. Bitcoin is legal. In India, you must allow Bitcoin but in legal ways only, so that no fraud happens. You must allow the user to buy Bitcoin through KYC only. Bitcoin should only be bought with the help Online Banking, NEFT, IMPS, UPI, RTGS (No CASH Transactions). These measures can help you to track where the money is going and how money is coming.

Hello P.M sir my suggestion about virtual currency is - we are thinking about digital India ,and we should take this opportunity like a challenge , govt can caught anyone who is putting black money on that. As I know if a person going to but the Bitcoin he have to submit his bank account detail and he have to deposit money from his own bank only . so I suggest you to make this thing as a granted and take care about all the transaction in Bitcoin

India should Ban or very tightly regulate cryptocurrencies like bitcoins. Why? We need to understand, that India is different than USA,Australia etc. India is struggling with curruption. Such a nice move of demonetization, couldn't make much massive impact on india's black money. These cryptocurrencies are going to be future of blackmoney. Making cryptocurrencies legal, is a direct invite to all blackmoney holders to hide their assets, and open invitation to foreign funded crimes.

Virtual Currencies should be introduced but with regulation. It will be the welcome step by government. Authority should be given to institution like- RBI, or a new institution should be opened. But it should work like RBI. Customers should be validated by ID cards, address proofs like in banks. Strong firewall to be provided to stop breaching of virtual currencies.
