The circulation of Virtual Currencies which are also known as Digital/Crypto Currencies has been a cause of concern. This has been expressed in various fora from time to time. Reserve Bank of India had also cautioned the user’s, holders and traders of Virtual currencies (VCs), including Bitcoins, about the potential financial, operational, legal, customer protection and security related risks that they are exposing themselves to vide it’s press releases dated 24th December, 2013 and 1st February, 2017.

In order to examine the existing framework, Department of Economic Affairs, Ministry of Finance has constituted an Inter- Disciplinary Committee chaired by Special Secretary (Economic Affairs) and representatives from Department of Economic Affairs, Department of Financial Services, Department of Revenue (CBDT), Ministry of Home Affairs, Ministry of Electronics and Information Technology, Reserve Bank of India, NITI Aayog and State Bank of India on 15th March, 2017.

The Committee will (i) take stock of the present status of Virtual Currencies both in India and globally; (ii) examine the existing global regulatory and legal structures governing Virtual Currencies; (iii) suggest measures for dealing with such Virtual Currencies including issues relating to consumer protection, money laundering, etc; and (iv) examine any other matter related to Virtual Currencies which may be relevant.

Comments/suggestions from the members of public are requested on the following questions by 31st May, 2017 on the website: MyGov.in.

a) Whether Virtual Currencies (VCs) should be banned, regulated or observed?

b) In case VCs are suggested to be regulated:

i). What measures should be taken to ensure consumer protection?
ii). What measures should be taken to promote orderly development of VCs.
iii). Which appropriate institution(s) should monitor/ regulate the VCs?

c). In case VCs are not suggested to be regulated:

i). What should be the effective self-regulatory mechanism?
ii). What measures should be adopted to ensure consumer protection in this scenario?

It is requested that the comments may be supplemented by rationale and brief.

I strongly feel our govt. should not be in a hurry to ban digital currencies in India. Our PM has always been greatly supportive of digitization of Indian economy by adopting various methods to root out corruption. No buying and selling of digital currencies with cash payment - this must be strictly ensured. Digital currency trading is no different than stock trading. Many countries in the world have adopted digital currencies and I see no reason we should not follow it. Please do not ban it.

Bitcoin is worldwide currency it was a future of currency many Top countrys accepted bitcoin Our Govt.would legalize this digital currency.

Our Govt must legalize BTC (VC) in India as we are looking forward digitization of transactions there is no point in banning BTC in India, but you can keep watch/regulate on it to protect common people interests. But Govt of India must allow BTC (VC) in India to develop along with world.

Bitcoin is the best virtual currency so according to me it should be legalize in India, India never will be cashless without crypto currencies.

yes i am in favour of legalisation of bit coin currency i think this is good start up for make a digital india with the help of such type of currency so we want to indian goverment take it as legal currency with own undertaking and regulating.bit coin has apower of to build up a high mark of indian economical system thanks

Any virtual currency or crypto currency should be legal in India if India don't do that why u taking about digital India... the other country are easily accepting the virtual currency so they are more advance from us... Indian gov. just plan but don't apply now the time has come to so the world the India is also changing.....

Govt. of INDIA must regulate bitcoin and other virtual currencies as digital INDIA campaign, many countries already done it. 1. Government should try to ensure of consumers protection as well as campaign of awareness, benefits and use of v. C. In all sectors of India. 2. Measures to promote this V.C. our Govt. should make a experts team to watch global changes and movements in v. c. and also act properly on those changes sharply. RBI should must regulate bitcoin for develp. & Digital INDIA

ग्रामीण क्षेत्रों मे पूर्व मे प्रचलित विनिमय प्रणालियों को फिर से जीवित करके एक ' साख व्यवस्था ' के द्वारा मुद्रा के चलन को लगभग शून्य किया जा सकता है । इसके लिए सहकारी समिति , ग्रामीण बैंक , बनिया , पल्लेदार , किसान , अमीन , तौलदार , तथा साथ मे ग्राम पञ्चायत के द्वारा संचालित सहकारी विक्रय केन्द्र को एकीकृत व्यवस्था के तहत लाया जाय ।

3 with government support now-on-cusp IT sector will be able to the task and generates jobs in miillion. they have huge resourses to create project for each sector like aadhaar one. the technology has power to wipe curroption at each and every level. i believe in modi government. and only this government can make it happen.
