CDAC is doing lot of IT systems which do not have a deadline. National e Health Authority must look at contracts clearly defining strategic control, data ownership and privacy issues. It should consider a situation on what happens if CDAC is divested merged or closed down. National e Health Authority would fail if its IT contracting organisation is not able to deliver

Continued from previous post..... If the entity does not want to be part of the cloud service and wants to build their own system ,they are free to do so as long as they do it in defined time frame, they follow standards and they Integrate. National e Health Authority should become a plaform as a Service organisations rather than only a EHR organisation. Also MCI, NCI DCI can be a user to this system if medical education and the lifecycle of the Student is digitised

Unique Health id with smart card ( similar to Credit card) can be issued and encouraged to carry by individuals which can be effectively used in case of road accidents etc in identifying one's medical history for effective treatment and at the same time, in identifying victim. When card is accessed, automatic information goes to pre defined mob and mail id as this can provide a quick mechanism to inform kin in case of any medical exigency specially beneficial for Senior Citizens staying alone.

The Concept note does not utilise the Cloud Concept well. It is well known that many of the Individual Health organisations ( hospitals, medical Colleges , blood banks etc., ) do not have the capacity to build Governance and transactions systems like Hospital Management System, Medical Education Governance system. E Health Authority can build and run these systems on cloud for individual hospitals , state Governments and other entities to use it voluntarily.

Talking of National e-Health Authority is huge eye opener for me while studying in USA. Is it going to be action like signature on files of trained, experienced doctors who are due for retiring, and their services can be very well utilized for better good before April, 30, 2015? Our Health Minister is really signing most of the files matching speed of Modiji but after that real action needs a Man ki baat episode for his subordinates to receive those directions.
