Ministry of Health and Family Welfare proposes to set up a National e-Health Authority (NeHA) responsible for development of an Integrated Health Information System in India. It will also be responsible for enforcing the laws & regulations relating to the privacy and security of the patients health information & records.

Sir, certain inherent risks and difficulties are 1.vast population 2.various streams of medical therapy 3.no significant conformity in allopathic teaching or practice with regard to record keeping 4.most hospitals do not follow coding system for diseases & diagnosis 5.most labs are not uniformly accredited, hence varying results 6.Training of hospital staff - nursing & non-clinical in mostly inadequate for e-health cover 7.too many languages across the nation with varying meanings of terms.

Govt/Health department - Generate and view reports on patient - Diseases and its concentration and trend - Provide benifits (as DBT) or insurance - Trend analysis and future requirement for medicinces/doctors 4. Drugs Phrarma/Supply Chain - Can see report and accordingly supply or stock medicines Primarily, the work is of IT systems integration framework between hospital, Aaadhar, mobile, bank for people and government.

1. Patient - Can pay fee online etc. 2. Doctor/Hospital - Can access patient information - Can access patient history - Can access diagnostic or test reports - Can access diagnostic center category and rating - Can prescribe medicines or advise - Can access insurance information - Can inform his/her patient on their mobile for the next visit or payment - Can categorise deasese with different stages

National e-Health Authority should devise a IT-framework for people which should be linked to their Aadhar Id. It should be similar LPG gas PAHAL scheme but will be a little bit more complex. It should take care of all the stakeholder: 1. Patient - Can access their information, like a bank account or LPG account - Can access their insurance information - Can access their prescription - electronic - Can check history - Can access diagnosis report or test reports

9. Provide appropriate online security measures so that patient-related data remains safe and secure. 10. Provision for any updates regarding modification in available medication, regulatory procedures etc. should be made available to appropriate authorities. 11. If possible, bed availability should be highlighted in this portal so that patients can book them online prior to bringing the patient for admission. This will reduce unnecessary harassment and expenditures.

8. Develop a section on the website which can be used to collate data on the most significant clinical findings (e.g., list of most prevalent diseases, emerging diseases, regions where a particular disease is more prevalent etc.). Such a database will be helpful in targeting availability of required medicines appropriately and in timely manner). It will also help clinical researchers with their work and geographical regions which may be targeted for data collection, clinical trials etc.

If possible, provide links on the website which can be accessed by patients (e.g., patients with limited mobility or those living in remote areas) to connect to emergency facilities, regular check-ups, healthcare providers who can provide them with required service in their home. 7. Provide link on website which can be accessed by willing healthcare professionals to connect to needy patients directly.

3. Develop a regulatory body which can monitor compliance of all healthcare organizations with this website (providing guidelines regrading pricing and permissible medical practices). 4. Make it compulsory for all healthcare providing organizations to get accredited by NABH, JCI etc. 5. Provide a section on the website which will cater to all basic queries of patients or public, in general. This may include a 24-hour customer care type service, as well as information available on website.

1. If possible, provide medical identification card (similar to aadhar card) for each individual. If these cards have portability across all medical facilities (hospitals, nursing homes - both government owned and private sector), it will be beneficial for patients, especially those living in remote areas. 2. Develop database of all available medication/therapies etc. and decide on the amount that can be charged by any healthcare organization. This will bring uniformity in payable charges.
