i may not be an expert but please consider this every morning the prisoners in the prison cells sweeping the roads with their hands untied and feet tied with chains that way, they won't be able to escape and it'll be a big contribution to the cleanliness there are a lot of prisoners locked up early morning, under the supervision of certain officers, if they can contribute to cleanliness programme, it would be a big help.

In the rural areas we believe that 80% of the population would be able to accommodate toilet in their own house premises, however around 20% or so households may not have enough space to spare for the purpose.
