Bihar Sharif can be smart city if the citizens of that city are disciplined and have civic and common sense. AND, no city can be smart if the citizens do not have any of these qualities! No city can remain smart if the citizens just spit and litter and drive on the wrong side of the road and create traffic jams by not following any rules!
